CIPHER (Coplanar Investigative Personnel for Heuristic Extradimensional Recording) was created in the wake of the 3 Rings Decision. After Earth was evacuated, the depths of the unknown seemed even more daunting than before. Moving an entire planet’s biodiversity is difficult on it’s own, but arrival to a new plane proved even more challenging. CIPHER was originally founded as an independent organization, to maintain security in Humanity’s territories. While interplanar travel provided a reliable flow of intelligence data, CIPHER was largely in the dark regarding frontier colonies. As such, when construction and initialization of the Citadel of 3 Rings was complete, new founding mainframes (with built-in intelligence gathering avenues) were provided to all colonies, and a majority of CIPHER agents were re-tasked to the DREAMERS program. Standard intelligence analysis now represents 23% of CIPHER‘s operational duties.

In order to facilitate the continued operation of CIPHER as an intelligence agency, CIPHER operates outside of regional, planar, and interplanar governmental groups, and is not bound by the laws of the Ringed Tribunal (exempting some laws regarding ethics). As such, CIPHER is permitted to operate in any and all jurisdictions. Additionally, in the interest of public safety, all jurisdictions using a founding mainframe are required by law to grant entry to CIPHER task forces.

The CIPHER logo represents the ideals that the organization stands for. From the void comes three heads of chaos, pure and unbridled terror from the depths of the unknown. The arrows crossing lines is CIPHER, cutting the head off the hydra of chaos. Along the rightful path is our motto, ORDO ex CHAO, and the emblem of the Ringed Tribunal, the original founders of CIPHER.

CIPHER operates the following task forces. These task forces are public, and may be contacted via their respective field offices. Task forces operate independently, but are still beholden to CIPHER oversight and administration.
