CIPHER (Coplanar Investigative Personnel for Heuristic Extradimensional Recording) was created in the wake of the 3 Rings Decision. After Earth was evacuated, CIPHER was originally founded to maintain security in Humanity’s territories, ensuring a reliable flow of intelligence data from all established colonies. Once construction of the Citadel of the 3 Rings was complete, a majority of CIPHER agents were re-tasked to the DREAMERS program, the result of which formed the CIPHER we know today. 

Our mission is to provide accurate and reliable DREAM-RECORDS, derived from the galaxy’s citizens spread across Humanity’s influence. These DREAM-RECORDS provide CIPHER with realtime informational flow, despite the vast distances between solar systems. Nearly all citizens of Humanity have opted in to the DREAMERS program of their own volition, as the program offers a respite from the night-terrors of space.

DREAM-RECORDS are released on a rolling basis in the interest of public safety. As Humanity’s reach expands, so too will the amount of anomalous entities, items, and persons we may encounter. DREAM-RECORDS are declassified to provide knowledge on said anomalies to the general public.
